The important debate on global warming under UN auspices gives only a partial picture of climate change, out of the devastating impacts of emissions of greenhouse gases on the ozone layer, the world's climate can now be modified as part of a new generation of sophisticated "non-lethal weapons . Both Americans and Russians have developed the ability to manipulate the world's climate.
In the U.S., the technology is being perfected under the High-frequency Active Aural Research Program (HAARP) [Research Program for High Frequency Active Auroral] as part of Defense Initiative Strategic (SDI) ("Star Wars".) Scientific evidence suggests that HAARP is in operation and has the potential of triggering floods, droughts, hurricanes and earthquakes. From a military standpoint, HAARP is a weapon of mass destruction. Potentially, it constitutes an instrument of conquest capable of selectively destabilizing agricultural and ecological systems of entire regions.
Although there is no evidence that this deadly technology has been used, it is certain that the United Nations should consider the issue of "environmental warfare" alongside the climate impacts of greenhouse gases.
Despite a vast amount of scientific knowledge, the issue of deliberate climatic manipulations for military use has never constituted a part of the UN agenda on climate change. Neither the official delegations nor the environmental action groups participating in the UN Conference on Climate Change Hague (November 2000) presented the general theme of "weather warfare" or "environmental modification techniques (ENMOD)" as relevant to an understanding of climate change.
The clash between official negotiators, environmentalists and lobbyists of American business has focused on Washington's outright refusal to comply with the commitments on targets for reducing carbon dioxide taken in 1997 in Kyoto protocol. (1) The impacts of military technologies on the world's climate are not an issue or concern. Closely limited to gases greenhouse, the current discussion on climate change serves the strategic objectives and defense of Washington.

world renowned scientist Dr. Rosalie Bertell confirms that "... U.S. scientists are working with weather systems as potential weapons. The methods include the intensification of storms and the fun of vapor flows in Earth's atmosphere to produce targeted droughts or floods. " (2) Already in the 70, former National Director Security Zbigniew Brzezinski had foreseen in his essay, "Between Two Ages" that:
"Technology will make available to leaders of major countries, the techniques necessary to conduct a secret war, the you need to report only a bare minimum of security forces. We could use weather modification techniques to produce prolonged periods of drought or storm. " Marc
Filterman, a former French military officer, outlines several types of "unconventional weapons" using radio frequencies. It refers to "weather war," indicating that the U.S. and the Soviet Union had already "mastered the know-how needed to unleash sudden climate changes (hurricanes, drought) in the early 80's." (3)
These technologies "enable the triggering of atmospheric disturbances using [wave] radar extremely low frequency (ELF - English acronym, NDT)." (4)
A simulation study of future "scenarios" commissioned by the Defense U.S. Air Force requests:
"That the U.S. aerospace forces" to dominate climate "taking advantage of emerging technologies and focusing development of those technologies into military applications. Since the improvement of operations of those allied to the disorder of the enemy via small-scale adjustment of natural weather patterns to complete dominance of global communications and counter space control, weather modification offers the belligerent a wide range of possible options to defeat or coerce an adversary .... In the U.S., weather modification is likely to become part of national security policy with national and international applications. Our government will pursue a similar policy, dependiendo de sus intereses, a diferentes niveles. (5)

Scientist Dr. Nicholas Begich - actively involved in the public campaign against HAARP-describes it as:
"A super-powerful technology of radio transmission that raises areas of the ionosphere (layer upper atmosphere) by focusing a beam and heating those areas. Electromagnetic waves then bounce back to earth and penetrate everything - living and dead. " (6)
Dr. Rosalie Bertell describes HAARP as "a gigantic heater may cause greater disruption in the ionosphere, creating not just holes, but long incisions in the protective layer that prevents the deadly radiation from bombarding the planet. "(7)

HAARP has been presented to the public as a program of scientific and academic research. The U.S. military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes. "(8) Without explicitly referring HAARP program, a study by the U.S. Air Force mentioned the use of "induced ionospheric modifications" as a means of altering weather patterns and disrupting communications and radar of the enemy. (9)
According to Dr. Rosalie Bertell, HAARP is part of an integrated weapons system that has potentially devastating environmental consequences.
"is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere. It would be rash not to associate HAARP building space laboratory being planned separately by the United States. HAARP is an integral part of a long history of space research and development of deliberate military nature. The military implications of combining these projects is alarming ... The ability of the combination HAARP / Spacelab / rocket to produce very large amounts of energy, comparable to a nuclear bomb, anywhere on earth via laser and particle beams, is frightening. The project will probably be "sold" to the public as a space shield against the entry of weapons into the country or, for the most naive, as a system to repair the ozone layer. (10)
Out of weather manipulation, HAARP has a number of other related uses:
"HAARP could contribute to climate change intensively bombarding the atmosphere with high-frequency rays. Making waves low frequency high intensity could also affect the human brain, and can not be excluded that tectonic effects (11).
More generally, HAARP has the ability to modify the electromagnetic field land. It is part of an arsenal of "electronic weapons" that military investigators U.S. consider a "gentler and kinder warfare". (12)
New World Order Weapons
HAARP is part of the arsenal of the New World Order under the Strategic Defense Initiative (SDI). From military command points in the U.S., it could potentially destabilizing entire national economies through climatic manipulations. What is more important, it can be implemented without the enemy becoming aware of, at minimum cost and without engaging military personnel or equipment as in a conventional war.

Responding to the economic and strategic interests of the U.S., could be used to selectively modify climate in different parts of the world, resulting in the destabilization of agricultural and ecological systems.

Inertia United Nations policy
According to the Framework Convention on Climate Change (UNFCCC, the acronym in English, NDT) signed the 1992 World Summit in Rio de Janeiro.
"The States have ... according to the United Nations Charter and principles of international law, the. responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or areas beyond the limits of national jurisdiction. "(14)
also worth remembering that an international Convention ratified by the UN General Assembly in 1997 bans "military or hostile use of environmental modification techniques having broad effects, long-lasting or severe." (15) Both the U.S. and the Soviet Union signed this Convention. The Convention defines "environmental modification techniques" as any technique for changing-through the deliberate manipulation of natural processes-the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere or outer space. "( 16)
Why then decided to un-ignore the ENMOD Convention of 1977 and its own Charter, to exclude from the agenda climatic changes resulting from military programs?
The European Parliament supports the impacts of HAARP
In February 1998, responding to a report by Mrs Maj Britt Theorin - MEP for Sweden and advocate for peace for all life - the European Parliament Committee on Foreign Policy , Security and Defence, held public hearings in Brussels on the HAARP program. (17) The "Motion for Resolution" submitted by the European Parliament Committee:
"Considers HAARP ... by virtue of its profound impact on the environment as a global concern and calls that an independent international body to review its legal implications, ecological and ethical ... ; [The Committee] regrets the repeated refusal of the United States ... to give evidence at the public hearing. on environmental and public risks [of] the HAARP program. "(18)
The Committee's request to draft a Green Paper on" the environmental impacts of military activities "without however, was defeated peacefully on the basis that the Commission lacks the required jurisdiction to delve into "the links between environment and defense". (19) Brussels was concerned to avoid confrontation with Washington.
Operating
Although no concrete evidence that HAARP has been used, scientific findings suggest that it is ready for full operation today. What this means is that HAARP could potentially be used by U.S. military to selectively modify the climate of an "unfriendly nation" or a "rogue state" to destabilize the national economy.

is important understand the link between the economic, strategic and military of the New World Order. In this context, climatic manipulations under the HAARP program (accidental or deliberate) would inevitably exacerbate these changes by weakening national economies, destroying infrastructure and potentially triggering the bankruptcy of farmers over vast areas. Surely national governments and the United Nations should consider the possible consequences of HAARP and other "non-lethal weapons" on climate change.
